On September 23, 1992, Qian Qichen expounded on the direction of UN reform at the UN General Assembly
Thirty-three years ago today, on September 23, 1992 (August 27, 1992 in the lunar calendar), Qian Qichen expounded on the direction of UN reform at the General Assembly. On September 23, 1992, State Councilor and Foreign Minister Qian Qichen delivered a speech at the general debate of the 47th UN General Assembly, expounding the position and views of the China government on issues such as the establishment of a new international order, disarmament and arms control, world economic development, and United Nations reform. Among them, Qian Qichen said on the reform of the United Nations that the new international order should be based on the five principles of mutual respect for sovereignty and territorial integrity, mutual non-aggression, non-interference in each other's internal affairs, equality and mutual benefit, and peaceful coexistence among all countries in the world. This is in line with the purposes and principles of the United Nations Charter. All countries, big or small, strong or weak, rich or poor, have the right to choose social systems and development paths that suit their national conditions. Countries should respect each other and treat each other as equals, and insist on resolving disputes between countries through peaceful negotiations. Only when all countries commit themselves to implementing these principles will it be possible to establish true democracy in international relations. We firmly believe that as the world develops in the direction of multipolarity, a peaceful, stable, just and reasonable new international order will eventually be established. Qian Qichen emphasized that the historic changes in the international situation have also posed severe challenges to the United Nations itself. People of all countries have high hopes for the United Nations. How the United Nations adapts to the new international situation, handles major international affairs more actively, balanced, fairly and reasonably, promotes world peace and development, and plays its due role in establishing a new international order has become a major issue of general concern to the international community. We believe that the success of United Nations reform depends on the right direction and principles. Starting from the purposes and principles of the United Nations Charter: United Nations reform should be conducive to safeguarding the sovereignty of member states. Sovereign states are the subject of international law and the basis for the composition of the United Nations. Safeguarding national sovereignty is the basic point of establishing a new international order. Reform of the United Nations should contribute to the peaceful resolution of international conflicts. The United Nations should be an international organization that maintains peace and enhances cooperation. This organization can maintain international peace and security only by adhering to the basic norms of international relations, insisting on resolving all international disputes by peaceful means, and opposing the use and threat of force. One-sided use of the United Nations 'military intervention methods and indiscriminate use of coercive measures against member states will not only not help resolve conflicts, but also damage the reputation and role of the United Nations. The reform of the United Nations should be conducive to the balanced, healthy and sustainable development of the economies of all countries around the world. Most of the 179 member states of the United Nations are concerned about economic development. In today's world, the economic gap between the north and the south is widening day by day, and the gap between rich and poor is deepening. The United Nations should pay attention to development issues as it does to international conflicts and crises in order to win the support of the vast majority of Member States. The reform of the United Nations should embody the basic principles of democracy, fairness, objectivity and rationality, balance and effectiveness. Reform is not just a matter for a few big, powerful and rich countries. Reform cannot be divorced from reality or balanced. The reform of the United Nations should be subordinated to the general goal of promoting the establishment of a peaceful, stable, just and reasonable new international order. Only by carefully listening to the opinions of member states and conducting comprehensive and adequate discussions and research on reform issues can we gain broad understanding and support.
