At 0:30 am on October 31, 1989, a ship "Jinshan" of Shanghai Port Barge Transportation Company with a deadweight of 4359.7 tons was lost after a sudden gas cyclone in Bohai Bay. The "Jinshan" ship returned to Shanghai after loading coal from Tanggu New Port in Tianjin at 2:30 pm on October 30. At 0:30 on the 31st, Shanghai Coast Radio received an expedited telegram from the "Jinshan" ship that encountered a sudden force 10 gale. Subsequently, the barge transportation company sent an expedited telegram to contact the "Jinshan" ship every half hour, but there was no return call. After hearing the news, the leaders of the Ministry of Communications and the Shanghai Municipal People's Government attached great importance to it and immediately deployed search measures. At the same time, the port and maritime surveillance departments of Yantai, Dalian, Tianjin and other ports in Shandong were requested to assist in the search.
