Thirty-seven years ago today, on November 5, 1988 (September 26, 1988), the Ministry of Labor and others issued a document reaffirming that our country's laws strictly prohibit the use of child labor. On November 5, 1988, the Ministry of Labor, the State Education Commission, the Ministry of Agriculture, the State Administration for Industry and Commerce, and the All-China Federation of Trade Unions jointly issued a notice on the strict prohibition of child labor. An official from the Ministry of Labor made a statement, pointing out that our country strictly prohibits the use of child labor. The official pointed out that our country's laws and policies clearly stipulate that enterprises must recruit workers at least 16 years old, and it is strictly prohibited for any unit or individual to use child labor. However, in recent years, many localities, especially in some coastal areas, have ignored national laws and policies and employed children under the age of 16 to work, engage in business, or become apprentices without authorization. Some township and township enterprises have even used up to 20% of child labor. Although the relevant state departments and local governments have repeatedly ordered this, they have still repeatedly banned it. The appearance and development of this illegal behavior not only causes physical damage and mental pain to the employed adolescents and children, hindering their healthy growth, but also causes a batch of primary and secondary school students to drop out of school, affecting the implementation of the Compulsory Education Law. If this phenomenon is allowed to spread, it will definitely bring extremely serious consequences, which is absolutely unacceptable to our country's socialist system. The official stressed that completely stopping the use of child labor is not only a necessary measure to strengthen labor management, but also an important part of the current rectification of economic order. To do this work well, all relevant parties need to make joint efforts, cooperate with each other, and take effective measures for comprehensive governance. It is necessary to publicize and educate national laws and labor policies to make cadres at all levels realize that the use of child labor is a serious illegal act that violates the legitimate rights and interests of juveniles and children. If there are continued orders and prohibitions, the relevant parties shall bear legal responsibility. People's governments at all levels shall strengthen the management of recruitment and employment of labor. Those who use child labor without authorization in defiance of national laws and regulations shall be punished according to the severity of the circumstances, until the business license is revoked. Contractors who lure and abuse child labor shall be investigated for criminal responsibility according to law. Those who cause casualties and heavy losses to state property due to illegal use of child labor should be severely punished. Parents who force children under the age of 16 to work, engage in business, or become apprentices should be criticized, educated, and made to correct their mistakes.
