(3) " Mobilize the Communist Party members around 20,000, plus the revolutionary workers and peasants of Hunan and Hubei about 50,000, to form several new armies, and use the students of the officer school as commanders to organize a reliable army, otherwise there is no guarantee that it will not fail.
