On December 2, 1935, Chiang Kai-shek, who became president of the Executive Yuan, the Kuomintang convened the First Plenary Session of the Fifth Central Committee and decided to publish the draft constitution on May 5, 1936; the National Assembly was held on November 12, and the meeting decided that Hu Hanmin and other nine people would be members of the Standing Committee of the Central Committee, Hu Hanmin would be chairman, and Chiang Kai-shek would be vice chairman; Zhang Renjie and other 25 people would be members of the Central Political Council, Wang Jingwei would be chairman, and Chiang Kai-shek would be vice chairman; Lin Sen is the Chairman of the National Government, Chiang Kai-shek and Kong Xiangxi are the President and Deputy Presidents of the Executive Yuan; Sun Ke and Ye Chulun are the President and Deputy Presidents of the Legislative Yuan; Ju Zheng and Qin Zhen are the President and Deputy Presidents of the Judicial Yuan; Dai Chuanxian and Niu Yongjian are the President and Deputy Presidents of the Examination Yuan; Yu Youren and Xu Chongzhi are the President and Deputy Presidents of the Supervisory Yuan. Because Wang Jingwei was assassinated and went abroad to recuperate, most of the pro-Japanese factions in this government were excluded. The meeting also decided to change the Political Conference, the highest ruling body of the Kuomintang Central Committee, into a Political Committee, strengthening centralization.
