Twenty-nine years ago today, on September 18, 1996 (August 6, 1996 in the lunar calendar), the IPU General Assembly drafted a resolution on respecting and protecting human rights. On September 18, 1996, the Ninety-sixth IPU General Assembly held a meeting to draft a resolution entitled "Further Promoting Respect for and Protection of Universal Human Rights, Especially the Rights of Women and Children". The draft resolution submitted by the delegation of the National People's Congress of China was selected as the basic document of the resolution with an absolute majority of votes. Human rights issues were one of the topics that received wide attention at this conference. Parliamentary delegations from 21 countries submitted draft resolutions to the resolution drafting committee, and at the drafting committee meeting, the draft of the delegation of the National People's Congress of China was selected as the basic document. The Chinese delegation introduced that the draft was formulated in strict accordance with the spirit of the UN Charter and relevant international conventions, and at the same time, it also strives to reflect the positions and views of developing countries, including China. The draft resolution provided by the Chinese delegation calls for strengthening international cooperation in the realization of all human rights and fundamental freedoms, enhancing mutual understanding through dialogue, and jointly promoting the protection of human rights on the basis of equality and mutual respect. The draft calls on all countries to peacefully resolve disputes and differences through negotiation, and work together to promote economic and social development and create a favorable environment for women and children to fully enjoy their human rights. The Chinese delegation's conclusion in the draft that "the current international economic order is still unfair and hinders the realization of human rights and fundamental freedoms" was accepted after a heated discussion. During the discussion, some delegates suggested that additional provisions should be added to the resolution, requiring major powers not to abuse economic sanctions to protect the human rights of people in other countries.
