On this day, 35 years ago, July 2, 1990 (May 10, 1990, the 1990 lunar calendar), the Communist Party of the Soviet Union held the 28th National Congress, and Yeltsin announced his withdrawal from the Communist Party of the Soviet Union. The 28th Congress of the Communist Party of the Soviet Union was held in Moscow from July 2 to 13, 1990. It was originally scheduled to be held in the spring of 1991. Due to changes in the domestic political and economic situation and drastic changes in Eastern European countries, the leadership of the Communist Party of the Soviet Union moved the meeting forward twice. In view of the fact that the issues to be solved at the meeting were related to the future of the Soviet party and state, the meeting attracted widespread attention at home and abroad. The conference adopted a programmatic statement (i.e. the "Plan of Action" of the Communist Party of the Soviet Union), a new party constitution, a political report of the Central Committee of the Communist Party of the Soviet Union, a work report of the Central Inspection Commission of the Communist Party of the Soviet Union, and more than 10 resolutions on economic reform, ethnic policies, and military policies. The conference elected Gorbachev as General Secretary of the Central Committee of the Communist Party of the Soviet Union by secret ballot, Ivasko as Deputy General Secretary, and Pugo as Chairman of the Central Supervisory Commission. The 412-member Central Committee and the 165-member Central Supervisory Commission were newly elected. The congress established a New Party Platform Drafting Committee headed by the General Secretary. The draft new party platform will be submitted to the whole party for discussion in the first half of 1991, and will be reviewed and approved by the Congress or Congress of the Communist Party of the Soviet Union in the first half of 1992 at the latest. In the political report of the Central Committee of the Communist Party of the Soviet Union adopted by the conference, General Secretary Gorbachev called on the whole party to unite, take socialism as the choice and communism as the future, adhere to the path of reform, and strive for maintaining the ruling status of the Communist Party of the Soviet Union and overcoming social crisis phenomena. The discussion at the conference was heated. The "Democratic Program" of the Communist Party of the Soviet Union, which advocated abandoning the goals of Marxism-Leninism and communism, and the "Marxist Program" that opposed the democratization of the Communist Party of the Soviet Union, all expressed different opinions and opinions at the meeting. Yeltsin, the initiator of the "Democratic Platform" and Chairman of the Supreme Soviet of The Russian Federation, as well as Popov, Chairman of the Moscow City Soviet and Sobchak, Chairman of the Leningrad City Soviet, announced their withdrawal from the Communist Party of the Soviet Union at the meeting. Another initiator, Shostakovsky, and others announced that the Democratic Platform faction was preparing to establish an "independent, democratic parliamentary party." Gorbachev pointed out in his closing speech that the Soviet Union's current top priorities are to prioritize the development of agriculture, solve food problems, formulate and sign new alliance treaties, improve consumer market conditions, thoroughly reform the economy, and strengthen discipline and order. The military policy resolution passed by the congress also emphasized that the Communist Party of the Soviet Union will strive to strengthen political leadership over the military and oppose the depoliticization of the military. On the night of the closing of the conference and the next day, the plenary session of the Central Committee of the Communist Party of the Soviet Union elected 24 members of the Political Bureau and 11 secretaries of the Central Committee.
