The petition said: "I have been engaged in the labor movement for many years, and I have seen firsthand the terrible situation of domestic labor being tortured by violence. I am well aware of the pain of domestic labor without legal protection. I feel that it is important for the labor law to be stipulated in the constitution. For the sake of the national labor order and the future of the country's legislation, it is reasonable to draw up 19 outlines of the labor law. According to the law, I petition your court to adopt and pass it as much as possible, and to regulate it into the constitution." Twenty-two members of Congress expressed support for the move. After the outline was released, the Secretary of the China Labor Combination issued a "Notice on Launching a Labor Legislation Campaign" to trade unions across the country, asking trade unions in all places to discuss the "Labor Law Outline" and widely publicize it to workers to solicit their opinions. Trade unions such as Tangshan Railway, coal mines, yarn mills, and ash factories first responded and organized the Tangshan Labor Legislation Alliance. Wuhan, Shanghai and other places also responded, and held parades, rallies, and telegraphed the whole country, demanding that the "Labor Law Outline" be incorporated into the constitution.
