On August 14th, 1945, Li Yunchang, secretary of the Party Committee of Jireliao District, commander and political commissar of Jireliao Military Region, held an emergency meeting of the district party committee and military region to study and deploy the issue of marching into the northeast. On the 11th of this month, Commander-in-Chief Zhu De ordered Jinsui, Jinchaji and Shandong military regions to immediately march into the northeast with one force each. According to the instructions of the Central Committee of the Communist Party of China and the Central Military Commission, the meeting decided that Li Yunchang would lead eight regiments of troops and enter the northeast first in three ways: the west route was led by Shu Xing, commander of the 14th Army Division, with about 2,000 people heading for Chengde and Weichang; The middle route was led by Zhao Wenjin, commander of the 15th Military Region, with about 300D people heading for Chifeng; The East Route Army was led by Zeng Kelin, commander of the 16th Army Division, and about 4,000 people formed an advance team to advance into the northeast, heading for Jinzhou and Shenyang.
