Forty-one years ago today, on October 20, 1984 (September 26, 1984 lunar calendar), the Third Plenary Session of the Twelfth Central Committee of the Communist Party of China decided on the reform of the economic system. On October 20, 1984, the Plenary Session of the Twelfth Central Committee of the Communist Party of China was held in Beijing. The Plenary Session analyzed the current economic and political situation in our country and summarized the positive and negative experience of socialist construction in our country. They agreed that it is necessary to combine the basic principles of Marxism with China's reality, build socialism with Chinese characteristics, and further implement the policy of invigorating the economy at home and opening up to the outside world. Speed up the pace of reform of the entire economic system with cities as the focus, so as to better create a new situation in socialist modernization. The Plenary Session unanimously adopted the "Decision of the Central Committee of the Communist Party of China on Economic System Reform". " The Decision is divided into 10 parts: 1. Reform is an urgent need for the development of the situation in our country; 2. Reform is to establish a vibrant socialist economic system; 3. Enhancing the vitality of enterprises is the central link of economic system reform; 4. Establish a planning system that consciously applies the law of value to develop the socialist commodity economy; 5. Establish a reasonable price system and give full attention to the role of economic leverage; 6. Implement the separation of government and enterprise responsibilities and correctly give play to the functions of government entities in managing the economy; 7. Establish various forms of economic responsibility system and conscientiously implement the principle of distribution according to work; 8. Actively develop various economic forms and further expand economic and technical exchanges with foreign countries; 9. Use a new generation to create a grand team of socialist economic management cadres; 10. Strengthen the leadership of the party, To ensure the smooth progress of reform. The Plenary Session also discussed and adopted the "Decision of the Third Plenary Session of the Twelfth Central Committee of the Communist Party of China on Convening the Party's National Congress". The Plenary Session decided to convene the Party's National Congress in September 1985. The topics of the meeting were two: to discuss and adopt the outline and recommendations of the Seventh Five-Year Plan for National Economic and Social Development; and to elect members of the Central Committee and other organizational matters.
