On this day, 29 years ago, on August 11, 1996 (June 27, 1996, the first phase of water level resettlement work in the Three Gorges Reservoir Area was fully launched. In order to ensure the smooth closure of the Three Gorges Project in 1997, the first-phase relocation and resettlement work of water level immigrants in the Three Gorges Reservoir Area in Sichuan Province has recently been fully launched. The construction of the Three Gorges Project of the Yangtze River will achieve the closure of the Yangtze River by the end of 1997. Wushan, Fengjie and Yunyang in Sichuan Province are the first phase of water inundation counties. 31 market towns and 165 enterprises need to be relocated and resettled. Three county towns will be partially submerged, and 22432 urban and rural immigrants need to be resettled. In order to ensure that immigrants can move smoothly and stably, so that immigrants have access to production and security of life, the three counties have achieved changes in the guiding ideology of resettlement in the above aspects: in rural resettlement, the emphasis on resettlement of immigrants in the past has shifted from the emphasis on secondary and tertiary industries to large-scale agriculture, with multi-channel and multi-form resettlement; in the relocation of towns, factories and special facilities, the past has shifted from blindly laying out stalls and expanding scale to highlighting key points, concentrating investment, and focusing on efficiency; In terms of the use of funds, we have shifted from simply blindly asking for investment and competing for targets to one-on-one use and saving expenses. It is understood that among the 22432 rural immigrants who have lost their land in the three counties, 54.75% have been resettled through land development and land adjustment; 28.47% have been resettled for the development of secondary and tertiary industries; 6.66% have been recruited, enrolled, relocated and self-employed, and 10.12% have been insured. At present, Wushan, Yunyang and Fengjie are stepping up the construction of urban infrastructure to create conditions for large-scale resettlement. The new sites of the three county towns and relocated market towns are under intense construction everywhere, making it a busy scene. Yunyang's new county seat is still on the edge of the Yangtze River and is the farthest county seat to relocate among the three counties. It is more than 30 kilometers away from the submerged old city. 130,000 square meters of houses have been built in the New town area; most submerged and relocated enterprises have also selected new sites and started construction of new factory areas.
