The Anshan Iron and Steel Plant during the "First Five-Year Plan" period broke out in the Russo-Japanese War in 1904. After Russia's defeat, the Portsmouth Peace Treaty was signed, and Japan seized the South Manchuria Railway and the Grand Lease between Changchun and Dalian, which were formerly controlled by Russia. In 1906, in order to strengthen its political and economic aggression against the Northeast, Japan established the South Manchuria Railway Co., Ltd. (referred to as Manchuria Railway) in Dalian as the base camp for economic aggression in Northeast China. In August 1909, Manchu sent people to carry out illegal secret prospecting in the Anshan area, and successively investigated more than ten iron mines such as Tieshishan, Xianshan, Donganshan, Dagu Mountain, Cherry Orchard, Guanmen Mountain, Xiaolingzi, Gongchangling, etc., and discovered Dashiqiao magnesite, Yantai clay ore and other resources, and found that Anshan area is a treasure land for mining and building plants to smelt steel. In July 1916, the General Administration of the Sino-Japanese Joint Promotion Iron Ore Unlimited Company was established in Fengtian, with a capital of 140,000 yen. Nominally, half of the investment was made by China and Japan, but in fact, The General Administration of Mining was established in Qianshan, and the General Administration was moved to Anshan two years later. In 1917, the mining rights of 8 mining areas including Dagushan, Cherry Orchard, Dong'anshan, Xi'anshan, Wangjiapuzi, Opposite Mountain, Guanmenshan, Xiaolingzi, and Tieshi Mountain were obtained. Its total area reached 14,578 mu. In 1921, the mining rights of 3 mining areas including Baijiapuzi, Yidanshan, and Xinguanshan were obtained. Only in 1926-1933, the production volume was 4.80 million tons. The General Administration operated until 1940. It announced its dissolution and was merged into the Showa Steel Works. In 1916, Mantie started the construction of the Anshan Iron Works while running the company. In 1916, the Japanese government approved the establishment of the Anshan Iron Works. On April 3, 1917, a "town festival" was held, and construction of the blast furnace began. On May 15, 1918, the "Anshan Iron and Steel Works" was officially established, and Yutaro Hatta served as the director of the Anshan Iron and Steel Works. Most of the construction projects were completed by the end of the year. In March 1919, the coking plant began to produce coke. On April 29, the No. 1 blast furnace was ignited, marking the official commissioning of the Anshan Iron and Steel Works. After the "September 18" Incident in 1931, Japan occupied the entire northeastern territory. In 1933, the Japanese government, with the support of the Ministry of the Army, relocated the Showa Steel Works originally planned to be built in Korea to Anshan, with full investment from Manchuria Iron and Steel. On the basis of the existing Anshan Iron and Steel Works, a steel mill and a rolling mill were built, which became an iron and steel complex. Anshan Showa Steel Co., Ltd. is a Japanese legal person, a subsidiary of Manchuria Iron, and its president is Wutang Zhuo. Before the establishment of Showa Steel, it signed an agreement with Manchu Iron and Steel to continue to employ all the staff of the former Anshan Iron and Steel Works, thus merging the Anshan Iron and Steel Works. On June 4, 1936, Zhenxing Company leased the mining rights of 11 mining areas including Dagushan to Showa Iron and Steel Works for direct mining. On July 1, 1937, Showa Steel took over the property rights and debts of Zhenxing Company. On December 7, 1940, Showa Steel completed the procedures for the transfer of the mine and completely merged with Zhenxing Iron Ore Infinite Company, forming a continuous production operation system of mining, beneficiation, ironmaking, and steel rolling. With the expansion of the scale of Japanese armaments, the production scale of Anshan Iron and Steel has developed by leaps and bounds. By 1941, it had an annual capacity of 2.50 million tons of pig iron, 1.30 million tons of ingots, and 750,000 tons of steel. Its steel capacity accounted for 28.4% of the total capacity controlled by Japan, second only to Kyushu's Yawata Iron Works (today's Nippon Steel). At that time, another steel producer in Manchukuo, Benjihu Coal and Steel Company (affiliated with Japan's Okura Chaibol), was only one-third the size of Showa Steel. In 1943, Showa Steel's capacity reached its highest, producing 1.30 million tons of iron, 843,000 tons of steel, and 495,000 tons of steel that year. According to "Anshan Zhi · Anshan Steel Coil" records: "From 1935 to 1945, the Showa Steel Institute and the Anshan Factory of Manchuria Iron and Steel Corporation produced a total of 9.056 million tons of pig iron, 5.474 million tons of steel, and 3.278 million tons of steel. Anshan Iron and Steel Company was established in 1948, and started construction on the ruins on July 9 of the following year. It quickly resumed production and carried out large-scale technical transformation and basic construction.
