On September 28, 2000, Illinois Governor Ryan and Secretary of State White signed a proclamation declaring September 28 as "Illinois People's Republic of China Day" to warmly celebrate the 51st anniversary of the founding of the People's Republic of China. This is the first time in the history of Illinois that "People's Republic of China Day" has been announced, indicating that the Illinois state government is increasingly attaching importance to developing relations with China.

The announcement said that Illinois and China have maintained good exchanges and cooperation in economy, trade, culture, education and other aspects. Last year, Illinois exports to China exceeded US$1.1 billion; Illinois-based Motorola recently increased its investment in China by US$1.9 billion, becoming the largest foreign company investing in China; and Chicago maintains good sister-city relations with Shenyang City.
