The main construction projects include the construction of Panjiakou Reservoir and Daheiting Reservoir on the main stream of Luansha River. Through the two huge water transmission projects, the Luan River Diversion to Tianjin (North Line) and the Luan River Diversion to Tang (South Line), the Luan River, the Zhouhe River and other river systems are connected, and the established large reservoirs such as Yuqiao, Qiuzhuang and Douhe River are connected in series to form a water storage, water blocking, water diversion, water distribution, water distribution, A complete water source system with functions such as water purification to solve the urban water difficulties of Tianjin City and Tangshan City, and also provides power generation and agricultural irrigation. On February 1 of that year, the Ministry of Water and Electricity, entrusted by the State Council, held a coordination meeting on water diversion from Luanhe to Tianjin in Tianjin City, and determined the goal of "starting construction in July, testing water in August, and providing water on October 1." Through the efforts of all builders, it took only one year and four months for the entire line of water diversion project from the official start to the realization of water supply, two years earlier than the state's requirement for water supply in 1985, and four months earlier than Tianjin City's original target of water supply by the end of 1983.
