In January 1861, he petitioned the court to order two students from Guangdong and Shanghai to understand foreign (English, French, and American) languages to bring books from various countries to Beijing for teaching, and allowed four or five people each under the age of thirteen to study. This is the earliest record of the modern China government ordering the study of foreign languages. After the court issued the imperial edict, it was a pity that Guangdong and Shanghai were unable to find suitable candidates to serve as instructors. In 1862, with the help of the British Weithoma, Yan Xin invited the British priest Bao Ertenchong to teach. On August 24, he officially established the Beijing Tongwen Hall in Beijing to cultivate translators and calligraphy talents. Tongwen Hall is affiliated to the Prime Minister's Yamen and was the earliest Westernization school in the late Qing Dynasty. First, English, French, and Russian classes were set up, and then German and Japanese classes were added one after another, as well as mathematics, chemistry, public law of all countries, medical physiology, astronomy, physics, foreign history and geography, etc. The recruitment of students was initially selected from among the children of the Eight Banners, and later promoted from tribute students and Juren to officials outside Beijing who had formal backgrounds such as Jinshi, Hanlin Academy editors, and review. The age was relaxed to 30 years old, and the eight Banners were not limited to the only ones. The school system is divided into three, five and eight years. Except for Chinese, foreigners are hired to teach other courses. The museum also has a printing office that translates books in print count, science, chemistry, history, language and other aspects. It played a certain role in the spread of modern science and technology in China. It has been handled for more than 20 years, and about 300 students have entered the museum. In 1902, it was merged into Capital University (predecessor of Peking University).
