Forty years ago today, on November 6, 1985 (September 24, 1985 lunar calendar), eighteen Western European countries established the "Eureka" cooperation principles. On November 6, 1985, the second "Eureka" ministerial meeting adopted the "Statement of Principles of Eureka Cooperation", which clearly stipulated the objectives, content, implementation methods and institutional forms of the "Eureka" plan. This shows that after more than half a year of deliberation and discussion, the "Eureka" plan, which aims to promote the development of cutting-edge science and technology in Europe, has taken a practical step. The goal of the "Eureka" plan, the statement said, is to strengthen the conditions for economic growth and employment in Europe by strengthening cooperation between enterprises and scientific research institutions in the field of advanced technologies, increasing productivity and strengthening the competitiveness of European industries and economies in the world market. The ultimate goal of the "Eureka" plan is civilian use. In the initial stage, the "Eureka" plan gave priority to the process procedures of the following advanced scientific and technological products: information and communication, robotics, new materials, production automation, bioengineering, marine development technology, lasers, environmental protection and transportation, the statement said. The statement also stipulates that enterprises and scientific institutions participating in various cooperation projects decide on the form of cooperation, raise their own funds, and have the right to request financial support from the government and the community if necessary. The "Eureka" Plan Ministerial Council is the coordinating body, and high-level representatives of member states and the community will meet when necessary, and will establish a feasible and flexible secretariat headed by the Ministerial Council.
