All parties to the conflict in Cambodia reach a ceasefire agreement, and all foreign troops must withdraw from Cambodia as soon as possible, supervised and verified by a United Nations peacekeeping force or observer group; 2. Make appropriate arrangements to ensure that all Cambodian armed forces do not hinder or disrupt the holding of free elections, or intimidate and coerce the people during the election process, and ensure that all Cambodian armed forces respect the results of free elections;3. Take appropriate measures to maintain law and order and hold free elections in Cambodia after the full withdrawal of foreign troops and until a new freely elected government is established; 4. Hold free elections under the supervision of the United Nations to enable the people of Cambodia to exercise their right to self-determination and elect the government of their choice. All Cambodia have the right to participate in the election. The meeting expressed the hope that Vietnam would participate in a negotiation process that could lead to a peaceful settlement of the Cambodia issue and the restoration of peace and stability in Southeast Asia. This will enable all countries in the region to commit themselves to economic and social development, build mutual trust and promote regional cooperation in all fields, thereby ushering in a new era of peace, coordination and harmony in Southeast Asia. During this meeting, there were some different views and opinions on specific ways to solve the Cambodia issue. Some countries have proposed "disbanding all armed Cambodia" and "establishing a temporary administrative body in Cambodia" after withdrawing troops from Vietnam. The China delegation does not agree with the above proposition. The key to solving the Cambodia issue is Vietnam's withdrawal of troops. As for internal issues involving Cambodia, the Cambodia people themselves should be resolved through consultation. The participating countries put the overall situation of opposing hegemonism, large and small, first held repeated consultations, sought common ground while reserving differences, and finally eliminated differences. They successfully adopted the "Declaration", bringing this international conference on the Cambodia issue to a successful and smooth conclusion and made positive contributions to promoting a fair and reasonable settlement of the Cambodia issue.
