On this day, 41 years ago, September 30, 1984 (September 6, 1984 in the lunar calendar), the country began the work of helping poor areas change their appearance. On September 30, 1984, the Central Committee of the Communist Party of China and the State Council issued a notice on helping poverty-stricken areas change their appearance as soon as possible. The notice pointed out that due to differences in natural conditions, work foundation and policy implementation, areas with tens of millions of people have not yet been lifted out of poverty. Solving problems in these areas is of great economic and political significance. Party committees and governments at all levels must attach great importance to it and change the face of poverty-stricken areas as soon as possible. The notice includes six parts: 1. Clarify the guiding ideology; 2. Further relax policies; 3. Reduce burdens and provide preferential treatment; 4. Revitalize commodity circulation and accelerate commodity turnover; 5. Increase intellectual investment; 6. Strengthen leadership. By 1995, the number of rural poor people in China had decreased from 250 million in 1978 to 65 million, and the number of urban poor people had decreased from 34.08 million in 1978 to 12.42 million.
