On this day, 97 years ago, on October 3, 1928 (August 20, 1928 in the lunar calendar), the National Government declared that it had entered the political training period. On October 3, 1928, the 172nd meeting of the Central Standing Committee of the Kuomintang adopted and promulgated the "Political Training Program" with a total of 6 articles. The basic contents are as follows: 1. During the period of political discipline, the National Congress of the China Kuomintang led the people and exercised political power. When the Congress was not in session, the political power was entrusted to the China Executive Committee of the China Kuomintang. 2. In accordance with the four political rights of election, recall, creation, and retrial specified in Sun Yat-sen's "Outline for the Founding of the People's Republic of China", the citizens were trained to gradually implement them. 3. The power of governance is divided into five categories: administrative, legislative, judicial, examination, and supervision, and is entrusted to the national government for overall implementation. 4. The political meeting of the Central Executive Committee of the Kuomintang Party of China guides and supervises the implementation of major state affairs by the National Government. On the same day, the Standing Committee of the Central Committee of the Kuomintang formulated and passed the Organic Law of the Five-Chamber Government. It is stipulated that the Kuomintang government will "take over the governance of the Republic of China" under the supervision of the Kuomintang Central Political Conference. The National Government consists of five courts: the Executive Yuan, the Legislative Yuan, the Judicial Yuan, the Examination Yuan, and the Supervisory Yuan. On the 8th, the Nanjing government promulgated the "Organic Law of the National Government", and on the same day, the Kuomintang Central Committee appointed 16 members of the National Government, including Chiang Kai-shek, Tan Yankai, and Hu Hanmin. Chiang Kai-shek was appointed Chairman of the National Government and Commander-in-Chief of the Navy, Land and Air Forces. Tan Yankai, Hu Hanmin, Wang Chonghui, Cai Yuanpei, and Dai Jitao were appointed presidents of the Executive Yuan, Legislative Yuan, Judicial Yuan, Supervisory Yuan, and Examination Yuan. On the 10th, Chiang Kai-shek and others held a swearing-in ceremony in the auditorium of the Central Party Headquarters of the Nanjing Kuomintang Party. On October 26, the National Government issued a declaration. The declaration claimed that the current military and political period has ended and the political training period has begun. For social stability, reducing troops and saving wages and consolidating finances are two prerequisites for industrial construction.
