In December 1929, he participated in leading the Baise Uprising and founded the Youjiang Revolutionary Base. He served as commander of the Third Column of the Seventh Red Army and commander of the 21st Division of the Red Seventh Army. In October 1930, he worked with Chen Hongtao and others to rebuild the 21st Red Division and persist in guerrilla warfare. In July 1931, the Red 21st Division was transformed into the Youjiang Independent Division, and Wei succeeded as the commander.
