On May 22, 1933, the "North China Armistice Conference" that signed the "Tanggu Agreement", at the behest of Chiang Kai-shek and Wang Jingwei, He Yingqin sent Xiong Bin as the chief representative of China to negotiate with Nagamura, Deputy Chief of Staff of the Kwantung Army, on the Tanggu warehouse upstairs. The agreement actually acquiesced in Japan's occupation of the three northeastern provinces and Jehol.
