Farmers in various townships have proposed to use accumulated grain over the years as compensation. Grain accumulation in Laiyang is carried out by the people for storage and returned to each village and community for storage to prepare for famine. However, most of them were embezzled by county magistrate and county gentry. On May 21, Qu Shiwen, president of Bailin Village in the north of the city, and more than 30 village leaders entered the city. They met with evil gentry Wang Qi, Yu Zai, etc., and demanded that they be released to accumulate grain and settle accounts. The evil gentry disappeared, and more than 700 hungry people outside the city were furious and entered the city to surround the county office. County magistrate Zhu Huaizhi saw that everyone was angry and difficult to violate, so he agreed to clear the account. The Qing Dynasty suspected that Zhu Huaizhi was ineffective in suppressing him, so he dismissed him and transferred him to the Manchu County. On June 28, a large number of Qing troops drove to Laiyang. The local people rang the bell and gathered together, picked up hoes and clubs to fight the Qing army. On July 3, 1916 (May 28), Qu Shiwen gathered a crowd to revolt in Nangang Village. The people of the county responded positively, and the team grew to more than 100,000 people. On the 6th, he led the uprising team to besiege Laiyang County. After two days, Li Antang, the commander of Dengzhou Town, ostensibly wanted to "resolve peacefully" with Qu Shiwen, but secretly took advantage of the civilian army's surprise attack.
