On June 11, 2005 (May 5, 2005 in the lunar calendar), Donald Tsang was elected Chief Executive of Hong Kong. Hong Kong Chief Executive Donald Tsang, the Chief Executive of the Hong Kong Special Administrative Region (abbreviated as the Chief Executive after the "Chief Executive"), is elected by an Election Committee composed of 800 people representing different industries, professions, labor, social service groups and regional organizations from 38 subsectors, and appointed by the State Council of the People's Republic of China. According to the Basic Law, the Chief Executive is elected by the Election Committee. In 1997, the first Chief Executive was elected by the first Election Committee, with 800 members and appointed by the central government. The second chief executive in 2002 was elected by the same election committee. The 2nd Chief Executive By-election in 2005 was held on July 10, 2005, and the members of the Election Committee were roughly the same as the original ones. Election Committee members with vacancies are elected by voters in the same functional constituency as the Legislative Council (a total of 160,000 people in each sector). The content of the 3rd Chief Executive election in 2007 has not yet been finalized, but the ninth meeting of the Standing Committee of the 10th National People's Congress on April 26, 2004 rejected the possibility of universal suffrage for the Chief Executive in 2007 and the Legislative Council in 2008. According to the Basic Law, the term of office of the Chief Executive of the Hong Kong Special Administrative Region is five years, and each person can only be re-elected once. If the Chief Executive leaves for some reason before the end of his term of office, a successor shall be selected within 6 months. In 2005, the Standing Committee of the National People's Congress interpreted the Basic Law and stated that the by-election chief executive would only serve the remainder of his predecessor's term. The first and second (part) chief executives of the Hong Kong Special Administrative Region are Tung Chee-hwa. On March 12, 2005, he resigned on health grounds without completing his second term. After Tung Chee-hwa resigned, in accordance with the provisions of the Basic Law, Donald Tsang, then Chief Secretary for Administration, acted as Chief Executive. The current Chief Executive of the Hong Kong Special Administrative Region is Donald Tsang. He became the only candidate in the Chief Executive by-election on June 16, so he was automatically elected in accordance with the "Chief Executive Election Method". On June 21, the central government appointed him as Chief Executive and took office on the same day. He went to Beijing on June 24 to officially be sworn in. On March 25, 2007, Donald Tsang was elected as the candidate for the third Chief Executive with a high vote. Premier Wen Jiabao of the State Council signed Decree No. 490 of the State Council on April 2, appointing Donald Tsang as the third Chief Executive of the People's Republic of China Hong Kong Special Administrative Region, taking office on July 1, 2007.
