On this day, 133 years ago, on November 15, 1892 (the 26th of the ninth lunar month), Tsarist Russia raised the Pamir demarcation issue with the Qing government. On November 15, 1892, Cassini, the Russian minister to China, was ordered to propose to the Qing government the issue of negotiating the demarcation of Pamir. Pamir, known as Onion Ridge in ancient times, has been China's territory since 60 BC, and the central government still exercised effective rule over it until the Qing Dynasty. The Qing government protested to the Russian government many times and asked the Czarist Russia to withdraw the invading army. The Czarist Russia tried to "legalize" its occupation through negotiation, so it asked China and Russia to hold demarcation negotiations. During the talks, Cassini proposed that the Sarekole Ridge be the border between China and Russia. Xu Jingcheng, the Chinese minister to Russia, refuted the unreasonable request of the Czarist Russia on grounds, but the Czarist Russia refused to negotiate with Xu. On April 16, 1893, the Qing government sent Chang Qing, the counselor to France of the Han Dynasty, to negotiate with the Russian Foreign Minister Giles. Chang Qing advocated the demarcation of the border according to the Czarist Treaty, and argued on grounds, so that Giles was at a loss. However, due to the insincerity of the Czarist Russia, taking advantage of China's defeat in the Sino-Japanese War in the First Sino-Japanese War, the Chinese government reached an agreement with France to divide the Chinese Pamir territory west of the Sarekole Ridge behind its back.
