On July 29, 1988, the Central Commission for Discipline Inspection of the Communist Party of China issued the "Interim Provisions on Party Discipline Punishment for Party Members and Leading Cadres who commit serious bureaucratic dereliction of duty." The "Regulations" are divided into 18 general principles, sub-rules, and supplementary provisions. Serious bureaucratic dereliction of duty refers to acts that fail to perform or incorrectly perform duties due to irresponsible work, resulting in heavy losses to the interests of the party, the country and the people. Cases of serious bureaucratic dereliction of duty must be handled in accordance with the following principles: Party member leading cadres who have violated the criminal law and been sentenced must generally be expelled from the Party. Personnel with various leadership responsibilities who have caused huge losses (direct economic losses of more than 500,000 yuan; deaths of more than 5 people, or serious injuries of more than 30 people; causing particularly serious political impact) shall be punished with heavier penalties. Causes major losses (direct economic losses of 100,000 yuan-500,000 yuan; Party members and leading cadres with leadership responsibilities who have died from 1 to 5 people, or seriously injured from 5 to 30 people; causing serious political impact shall be given disciplinary sanctions in accordance with the provisions of the sub-rules. For party members and leading cadres who have committed serious bureaucratic dereliction of duty, if they should be punished by revoking intra-party positions or above, they should generally be recommended to revoke non-party positions; for those who should be punished by revoking intra-party positions according to the sub-rules but have no intra-party positions, they may be given a serious warning within the party or placed on probation within the party, and it is also recommended to revoke non-party positions.
