Thirty-three years ago today, on May 21, 1992 (April 19, 1992 lunar calendar), France and Germany decided to jointly form the Franco-German Legion. On May 21-22, 1992, French President François Mitterrand and German Chancellor Kohl held the 59th Franco-German Summit in the western French port city of La Rochelle. The main outcome of this meeting was: the two countries officially decided to form a Franco-German Legion of 35,000. At this meeting, the French and German leaders jointly announced that France and Germany will form a Legion starting in the summer of 1992, which has a European character and is open to all European Community member states. It is expected that the Legion will be officially integrated into active service by the end of 1995. About 40 ministers from France and Germany participated in the meeting. The French and German foreign ministers agreed to turn the Conference on Security and Cooperation in Europe into a regional organization under the United Nations in accordance with the spirit of the United Nations Charter, and the two countries will submit this proposal to the meeting of foreign ministers of the European Security Council in Helsinki this July for discussion.
