Deng Zihui advocated fixing the system of ownership so that ownership, production rights, management rights, and distribution rights should be unified and all in the production team, so that land, livestock, and large farm tools should all be owned by the production team. Deng Zihui proposed to establish a strict production responsibility system, implementing the implementation of team (production team) contract production, group contract labor, and field management to households; for some special technical activities, a personal responsibility system that rewards overproduction can be implemented.
