The Qing government had recognized that Ryukyu were Japanese subjects and Ryukyu people were Japanese subjects. The Qing government pointed out that Ryukyu was a vassal state of China, and the "people" referred to in the Beijing Special Agreement were only the people of Oda County (now Okayama County) who drifted to Taiwan in 1873 and were killed by natives, excluding the Ryukyu people who were killed in 1871.
