November 10, 1966 Anting Incident
59 years ago today, November 10, 1966 (September 28, 1966 in the lunar calendar), the Anting Incident was sent. Wang Hongwen's Anting incident alleged that 1,000 members of the "Shanghai Workers 'Revolutionary Rebellion Headquarters"(referred to as the "General Department of Industry") who went to Beijing to complain on November 10, 1966, intercepted 14 express trains bound for Beijing on the railway after being blocked in Anting (a small station on the Beijing-Shanghai line in Jiading County, 30 kilometers northwest suburbs of Shanghai, at the junction of Kunshan and Qingpu), causing a 20-hour interruption of the Beijing-Shanghai line (one for 30 hours). On November 6, 1966, leaders of the Shanghai rebels led by Wang Hongwen, Pan Guoping, Huang Jinhai and others convened a meeting to plan to "concentrate their targets to attack the Shanghai Municipal Party Committee" and "create a rebellion against the Shanghai Municipal Party Committee", and decided to establish the "Shanghai Workers 'Revolutionary Rebellion General Headquarters"(referred to as the "General Department of Industry"). On the 9th, the "General Industry Department" formed by 17 factories including Shanghai National Cotton Factory (Wang Hongwen), 30 Factory (Wang Xiuzhen), 31 Factory (Huangjinhai), Shanghai Lianggong Valve Factory (Chen Ada), Shanghai Glass Machinery Factory (Pan Guoping), and Shanghai Synthetic Fiber Research Institute (Ye Changming) held an inaugural meeting in the Cultural Square and declared: "We want to seize power!" The meeting was hit. Before the meeting, they had asked the Shanghai Municipal Party Committee to recognize their organization and Shanghai Mayor Cao Diqiu attended the meeting to accept criticism and provide propaganda tools. However, in accordance with the spirit of the "Sixteen Articles" and Zhou Enlai's repeatedly emphasized regulations on not establishing cross-industry organizations, the Shanghai Municipal Party Committee decided to adopt an attitude of "disapproving, not supporting, or not participating" towards the "General Industry Bureau". In order to achieve the political goal of legalizing the rebel organization, the "General Secretary of Industry and Technology" led a team to Beijing to complain on the 10th. Pan Guoping led 1,000 people to board the express train to Beijing, and Wang Hongwen led 1,000 people to board the express 69 bound for Zhengzhou (which was changed to slow 602 during operation). They were successively blocked in Nanjing and Anting. At 12 noon that day, they blocked the No. 14 express train at Anting Station and blocked the train on the lying track in an attempt to expand the situation and force the central government to solve the problem. The incident immediately attracted great attention from Beijing and was widely reported by foreign media. Han Zheyi, Third Secretary of the East China Bureau of the Communist Party of China, and Li Gancheng, Vice Mayor of Shanghai, went to Anting to persuade him on the 11th. At the same time, Chen Boda sent a telegram: "Your action will not only affect the production of our unit, but also greatly affect the transportation of the country." He hoped to "return to Shanghai immediately and solve problems on the spot." Zhang Chunqiao arrived in Shanghai by special plane late on the 11th and contacted the person in charge of the "General Industry Bureau" and promised to return to Shanghai to resolve various demands they had put forward. On the afternoon of the 12th, most of the rebels returned to Shanghai. Before Zhang Chunqiao met with the General Administration of Industry and Technology on the morning of the 13th, the Standing Committee of the Shanghai Municipal Party Committee, which participated in the meeting, once again reiterated the "three noes" decision. In the afternoon, Zhang Chunqiao signed the five conditions of the General Administration of Industry and Technology: "recognizing that the organization is legal, recognizing that the complaint to Beijing is a revolutionary action, the Shanghai Municipal Party Committee is responsible for the consequences of the complaint, Cao Diqiu publicly inspects it, and providing all aspects of conditions to the General Administration of Industry." It was printed into leaflets and distributed throughout the city. The Central Cultural Revolution Group and Mao Zedong quickly agreed to this handling opinion after learning the news. On the 16th, Mao Zedong said,"You can kill first and report later. There are always facts first and concepts later." The ban on organizing cross-industry regional workers 'mass organizations was thus repealed, and the student Red Guards merged with the workers' rebels.
