On July 4, 1949, the National Party replaced gold bills with silver bills instead of gold bills. On July 4, 1949, the National Government Administration House of Guangzhou issued the Monetary System Reform Order and the "Methods of issuing silver and silver exchange bills" (July 4, 1949). The measures stipulated: the national currency used silver bills as units, containing 23.493448 grams of pure silver per dollar. The amount was 1 yuan, 5 yuan, 10 yuan, 50 yuan, 100 yuan. There were also four additional currencies. The gold bills 500 million yuan for 1 yuan of silver and 1 yuan of silver. The National Party wanted to replace the sharp depreciation and the formation of waste paper gold bills to delay the collapse of fiscal finance.
