On this day, 32 years ago, September 24, 1993 (August 9, 1993 in the lunar calendar), Cambodia restored the monarchy. On September 24, 1993, the new constitution passed by the Constituent Assembly of Cambodia was signed by Head of State Sihanouk and came into effect. That night, Sihanouk was sworn in to the throne in accordance with the provisions of the new constitution and became King of the Kingdom of Cambodia. In accordance with prior agreement between all parties, he appointed Ranariddh, leader of the Funcinpec Party, as the first prime minister and Hun Sen, leader of the People's Party, as the second prime minister, responsible for organizing the royal government. After a lapse of 38 years, Cambodia has restored its constitutional monarchy. Cambodia's new constitution stipulates that "the King is the head of state for life, a symbol of national unity, and a guarantee for the independence, sovereignty and territorial integrity of the Kingdom of Cambodia." The Constitution also stipulates that the king appoints a prime minister and a cabinet, which are the supreme commander of the national army, who has the power to commute sentences or grant amnesty to criminals, but "does not govern." A spokesperson for the Cambodian interim government explained this in this regard that this means that "the king plays a ruling role and is not responsible for specific management work." Funcinpec Party, which holds the largest number of seats in the Constituent Assembly, is an advocate of the monarchy. The party said in an August 24 statement,"The people want to see the monarchy return to Cambodia to once and for all end the suffering they have suffered for more than 20 years in a country without the supervision of the king. For the stability of Cambodia, it is important to have someone who stands above all factions. This is the best way to unify the country and serve as a bridge between hostile political parties." At the 2nd plenary session of the Constituent Assembly, which began on September 15, representatives conducted a detailed discussion and revision of the draft constitution. The draft for implementing the monarchy states that "the Kingdom of Cambodia implements a multi-party liberal democracy" and "the King has no right to choose a successor." The vote on September 21 was conducted by secret ballot, with all 120 representatives of the Constituent Assembly present. The new constitution, which implemented the monarchy, was adopted with an absolute majority of 113 votes in favor. The monarchy in Cambodia has the unanimous support of all political factions in the country. In addition to the Funcinpec Party, the People's Party and the Buddhist Democratic Party, which participated in the formulation of the constitution, the People's and Cambodia also announced their support for the implementation of a constitutional monarchy and a new constitution. Sihanouk was an outstanding patriot and far-sighted politician. He fought for a long time for the peace, independence, sovereignty and territorial integrity of Cambodia. It can be clearly seen from the content of the new constitution that the core of the monarchy in Cambodia is Sihanouk as king. This is required by the objective situation and is conducive to peace, stability and national reconciliation in Cambodia. Currently, the United Nations Interim Authority responsible for implementing the Paris Peace Agreement has ended its mission in Cambodia. However, due to various reasons, national reconciliation in Cambodia has not yet been achieved, and armed conflicts between government troops and the National People's Political Consultative Conference continue. King Sihanouk has made it clear that he will chair a roundtable meeting of various parties, including the People's Republic of Cambodia, to promote national reconciliation and rebuild the country.
