On September 18, 1043, Fan Zhongyan implemented the reform
982 years ago today, on September 18, 1043 (August 13, 1043 lunar calendar), Fan Zhongyan implemented reforms. During the time of Renzong in the middle of the Northern Song Dynasty, financial difficulties were caused due to the huge expenditure of military expenses and "year coins". In 1043 (the third year of the Qingli calendar), Song Renzong reused Fan Zhongyan, who had made great achievements in the Song and Xia Wars, and implemented reforms on September 18 (August 13). Fan Zhongyan proposed 10 measures for reform, the main contents of which are: regular assessment of officials, promotion according to political achievements, and careful selection of local officials; reform of the imperial examination system, strengthening of armaments, strict laws and regulations; promotion of rural mulberry and reduction of hard labor. History calls this reform the "Qingli New Deal". The implementation of the Qingli New Deal is full of difficulties. Due to the opposition and attacks of the imperial family, the minister of rights and trade, and corrupt officials, Fan Zhongyan had to return to Shaanxi to defend the border after Song Renzong's permission. The Qingli New Deal was soon abolished, but it was a precedent for Wang Anshi's reform.
