Since the beginning of this year, due to the large-scale brutal "mop-up" carried out by the Japanese and Puppet Dynasties on the anti-Japanese base areas, the anti-Japanese base areas have been significantly reduced and the financial and economic difficulties have been extremely difficult. Under such circumstances, the military and political institutions must be reduced accordingly to overcome material difficulties and adapt to the needs of war. At the first meeting of the Second Senate of the Shaanxi-Gansu-Ningxia Border Region held in November, 11 people including Li Dingming, then Speaker of the Senate of Mizhi County and Kaiming Gentry, put forward the idea of "streamlining troops and streamlining administration" in a targeted manner. The Communist Party of China immediately adopted this proposition and began to implement it widely in various anti-Japanese base areas from that day on. The Central Committee of the Communist Party of China pointed out that in order to carry out long-term struggle and prepare for future counterattacks, it is necessary to generally implement streamlined troops; streamlining troops and streamlining administration and saving people's power are urgent and important tasks at present. The Central Committee of the Communist Party of China requires that the number of political power, party, and mass organizations in various anti-Japanese base areas who are divorced from production must be reduced, so that the number of people who are completely divorced from production does not exceed or even less than 3% of the residents. The Central Military Commission also issued corresponding instructions. The entire army is required to rectify its organizational structure, streamline organs, enrich companies, and strengthen the grassroots. The Central Committee of the Communist Party of China also instructed that streamlined cadres should not be downgraded, but should be concentrated in mountainous areas or sent some to the central government for long-term training for future use.
