On September 26, 2000, Ye Xiaowen, director of the State Administration for Religious Affairs, signed the order of the State Administration for Religious Affairs to issue the "Detailed Rules for the Implementation of the Provisions on the Administration of Religious Activities of Foreigners in the Territory of the People's Republic of China". This "Detailed Rules" refined, supplemented and improved the "Regulations on the Administration of Religious Activities of Foreigners in the Territory of the People's Republic of China" promulgated by the State Council in 1994, enhancing operability. The "Detailed Rules" stipulate that the Chinese government respects and protects the freedom of religious Foreigners may, according to their religious beliefs, participate in religious activities in legally registered temples, temples, mosques, and churches; with the consent of Chinese religious social groups, domestic foreigners may invite Chinese religious clergy to perform baptisms, weddings, funerals, and religious ceremonies such as dojos and pujas for them according to their religious customs; foreigners may bring religious supplies for religious and cultural academic exchanges into the country according to projects or agreements related to religious and cultural academic exchanges. With consent, foreign religious clergy may give sermons and sermons at places of religious activity in China, and may give lectures at Chinese religious institutions; Chinese religious groups may send personnel to study abroad in accordance with relevant regulations, and foreigners may also study at Chinese religious institutions. Regarding the issue of collective religious activities held by foreigners in China, the Implementing Rules stipulate that they should be held in legally registered temples, temples and churches recognized by the religious affairs departments of the people's governments at or above the county level; if there are special reasons, they can also be held in temporary locations designated by the religious affairs departments of the provincial people's governments. The Implementing Rules further reflect the principle of independent and independent teaching. Foreign people conducting religious activities in China shall abide by Chinese laws and regulations, and shall not interfere in China's religious affairs in any way, making specific and clear provisions. In the process of formulating this Implementing Rules, the State Administration for Religious Affairs has widely solicited the opinions of all relevant parties.
