In 1938, Rao devoted himself to the movement against British colonial rule and entered politics since then. After India's independence, Rao served as General Secretary of the Congress Party Committee of Hyderabad and Chairman of the Congress Party of the state in 1956. In 1957, he entered the State Council after winning the election. During his 20-year career as a state councillor, Rao successively served as Minister of Law and Information, Minister of Law and Funds, Minister of Health and Medical Services, Minister of Education and Chief Minister of the state government. He gained popularity through land reform measures and the "boarding school" system. 1974 was a turning point in Rao's political life. This year he became General Secretary of the Congress Party. During his tenure as foreign minister, Rao actually took over diplomatic power and was the "spokesperson" and "interpreter" of Britain's foreign policy. During Raja Gandhi's administration, Rao became a strong supporter and decision-maker behind the scenes of Raja Gandhi. He also studied Indian philosophy and other subjects, and gave lectures in Britain, the United States, Switzerland, Egypt and other countries. Rao has been awarded the Order of Leningrad, the Order of St. Martin, Argentina's highest national award, and an honorary doctorate from the University of Srivenkateswara. On June 21, 1991, Rao lived up to expectations, won the election and was sworn in as the 9th Prime Minister of India.
