Breaking-News >> TodayHistory On June 14, 2014, Su Rong, deputy national-level "tiger", was investigated
On June 14, 2014 (May 17, 2014 in the lunar calendar), Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference Su Rong was investigated for the first time at the vice-national level in anti-corruption after the 18th National Congress of the Communist Party of China. Su Rong made his last appearance in Qinghai, where he once served, before his downfall. (Data photo) On June 14, 2014, the website of the Central Commission for Discipline Inspection released information at 5 p.m. that Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference Su Rong was suspected of serious violations of discipline and law and was currently under organizational investigation. This is the first time after the 18th National Congress of the Communist Party of China that the Central Commission for Discipline Inspection has won down a senior deputy state-level official (Bo Xilai was dismissed before the 18th National Congress of the Communist Party of China), and the CCP's powerful anti-corruption campaign to "beat tigers" has escalated again. The 66-year-old Su Rong can be called a "powerful" official in China's politics. He has experienced in many provinces and traveled to Jilin, Qinghai, Gansu, Jiangxi, and the Central Committee. He has an extremely rich career history. Su Rong was originally born in Taonan, Jilin Province. He has been deeply involved in Jilin for many years since 1968. He has steadily moved up from counties, prefectures and cities, and has many years of grassroots work experience. In 1992, he served as member of the Standing Committee and Secretary-General of the Jilin Provincial Party Committee, and entered the ranks of provincial and ministerial officials until he became deputy secretary of the Jilin Provincial Party Committee. In 2001, Su Rong was transferred to the post of secretary of the Qinghai Provincial Party Committee in the western province, and later served as director of the Standing Committee of the Provincial People's Congress; three years later, he was transferred again and went to the neighboring province of Gansu to serve as secretary of the Provincial Party Committee; From 2006 to 2007, Su Rong served as vice-president at the ministerial level at the Central Party School for one year. After that, he went south to Jiangxi to replace Meng Jianzhu, who came to Beijing, and then served as secretary of the provincial party committee. In 2013, he retired to the second line and was elected vice chairman of the National Committee of the Chinese People's Political Consultative Conference. He was promoted from the provincial and ministerial level to the vice-state level and entered the ranks of party and state leaders. In addition, Su Rong is a "veteran of many dynasties." He has been an alternate member of the Central Committee from the 14th National Congress of the Communist Party of China and served as an alternate member of Dalian on the 15th. He joined the Central Committee of the Communist Party of China at the 16th National Congress and was re-elected in the 17th National Congress. After the 18th National Congress of the Communist Party of China, the anti-corruption momentum of the Central Commission for Discipline Inspection has continued to heat up. So far, at least 28 provincial and ministerial officials have been dismissed, including three related to Jiangxi, where Su Rong originally worked. At that time, Jiangxi officials were dismissed, and there was also news that Su Rong would be investigated. Interpreting why the central government attacked the case of "Zhou Xu Su Ling", the four tigers and Su Rong, the sharp sword points at the "top leaders" and the purchase and sale of officials. If viewed in conjunction with the Bai Enpei case, the significance will be more obvious. Bai Enpei was involved, whether it was Zhang Tianxin, Kong Chuizhu, or Shen Peiping, a big point was to buy and sell official positions. To put it bluntly, senior officials bribe and give gifts to major officials in the border to seek promotion; while the top leaders hold heavy power and can control personnel changes. The coupling of the two has led to the historic problem of buying and selling officials. The inspection opinions of the Central Inspection Team in many provinces put together supervision by top leaders and buying and selling officials, which is of obvious significance. The same is true for Su Rong. According to reports, his wife has been involved in rare earth minerals many times, and many senior leaders in Jiangxi Province have bribed Su in disguise by bribing his wife, in order to gain Su's trust and promotion opportunities. For example, Yao Mugen, former vice governor of Jiangxi Province, and Chen Anzhong and Chen Weimin, former two municipal party secretaries of Pingxiang, Jiangxi Province, both have close ties with Su Rong. Su Rong's resume Tu Su Rong, male, Han nationality, born in October 1948, from Taonan, Jilin, started working in January 1974, joined the Communist Party of China in January 1970, graduated from the Department of International Economics, School of Economics and Management, Jilin University, majoring in world economics, on-the-job postgraduate degree, and a master's degree in economics. He is currently the Vice Chairman of the 12th National Committee of the Chinese People's Political Consultative Conference. 1968-1974 1974-1975 Deputy Secretary of the Party Branch of Xinli Brigade of Najin Commune, Tao 'An County, Baicheng City, Jilin Province 1974-1975 Deputy Secretary and Secretary of the Party Committee of Najin Commune, Tao' An County, Jilin Province 1975-1980 Member of the Standing Committee of the Tao 'an County Party Committee, Secretary of the Party Committee of Najin Commune, Secretary of the Party Committee of Lingxia Commune 1980-1983 Deputy Secretary of the Tao' an County Party Committee of Jilin Province (during which: 1980.09-1981.01 Cadre Training Class of the Ministry of Agriculture, Shenyang Agricultural College; 1982.03-1983.01 1983-1984 Member of the Baicheng Prefectural Committee of Jilin Province and Secretary of the Fuyu County Party Committee of Jilin Province 1984-1985 Party Committee of Jilin Province Party Committee 1985-1987 Deputy Secretary of the Baicheng Prefectural Committee of Jilin Province 1987-1988 Secretary of the Baicheng Prefectural Committee of Jilin Province 1987-1988 Secretary of the Baicheng Prefectural Committee of Jilin Province Commissioner of the Administrative Office 1988-1989 Secretary of the Baicheng Prefectural Committee of Jilin Province 1989-1990 Secretary of the Siping Municipal Committee of Jilin Province 1990-1992 Secretary of the Siping Municipal Committee of Jilin Province and Director of the Standing Committee of the Municipal People's Congress 1992-1995 Member of the Standing Committee of the Jilin Provincial Party Committee and Secretary-General (During this period: 1994.03-1994.05 Studying at the Provincial and Ministerial Cadres Training Course of the Central Party School)1995-1996 Member of the Standing Committee of the Jilin Provincial Party Committee and Secretary of the Yanbian Autonomous Prefecture Committee 1996-1998 Deputy Secretary of the Jilin Provincial Party Committee and Secretary of the Yanbian Autonomous Prefecture Committee (1994-1997 In-service postgraduate study in World Economics, Department of International Economics, School of Economics and Management, Jilin University, and obtained a master's degree in economics)1998-2001 Deputy Secretary of Jilin Provincial Party Committee 2001-2002 Secretary of Qinghai Provincial Party Committee 2002-2003 Secretary of Qinghai Provincial Party Committee and Director of the Standing Committee of the Provincial People's Congress (During this period: 2003.03-2003.05 Studying in the Provincial and Ministerial Cadres Training Course of the Central Party School)2003-2004 Secretary of the Gansu Provincial Party Committee 2004-2006 Secretary of the Gansu Provincial Party Committee and Director of the Standing Committee of the Provincial People's Congress 2006-2007 Vice President of the Central Party School (Minister Level)2007-2008 Secretary of the Jiangxi Provincial Party Committee 2008-2013 Secretary of the Jiangxi Provincial Party Committee, Director of the Standing Committee of the Provincial People's Congress, Vice Chairman of the 2013- 12th National Committee of the Chinese People's Political Consultative Conference, Secretary of the Jiangxi Provincial Party Committee (until March 2013), Director of the Standing Committee of the Provincial People's Congress (until April 2013) Alternate Member of the 14th and 15th Central Committees of the Communist Party of China, member of the 16th and 17th Central Committees. Vice Chairman of the 12th National Committee of the Chinese People's Political Consultative Conference. On June 14, 2014, the Central Commission for Discipline Inspection announced that Su Rong, Vice Chairman of the National Committee of the Chinese People's Political Consultative Conference, was under investigation on suspicion of serious violations of discipline and law. The Guisong case is suspected. During Su Rong's administration, Jiangxi's economic development was slow and the poor investment environment was considered an important constraint. Wang Yuqi, member of the Standing Committee of the Chinese People's Political Consultative Conference of Jiangxi Province and deputy director of the Economic Committee, admitted to the reporter of "China News Weekly" that external criticism of the investment environment mainly focuses on dissatisfaction with Jiangxi's soft environment. "There are too many administrative approval matters, administrative efficiency is too low, and various government behaviors and government officials 'behaviors based on departmental interests and personal selfish interests have greatly offset the benefits brought to foreign investors by Jiangxi's various preferential policies." Wang Yuqi said. A Jiangxi official who declined to be named told China Newsweek that most of the previous investments in Jiangxi were private capital brought in by Su Rong's predecessor from developed regions such as Jiangsu, Zhejiang and Shanghai. However, during Su Rong's tenure, many people withdrew their funds and went bankrupt,"which is not unrelated to the interference of Su Rong and his wife." Guisong, a 59-year-old private entrepreneur, is a native of Nanchang. In his early years, he started a business in Shenzhen and overseas. In 2001, he established Jiangxi Hongyuan Digital Display Technology Co., Ltd.(hereinafter referred to as Hongyuan Company) and returned to his hometown to develop. Hongyuan Company's main business is research and development of LCOS projects. This is a large-screen display technology. In the field of projector display technology, it is famous for its low cost, high performance, and environmental protection, and has strong competitive advantages. A person in charge of Hongyuan Company surnamed Yang recalled to a reporter from China News Weekly that Hongyuan Company was able to settle in Nanchang due to the first Shenzhen High-tech Fair in 1999. "At that time, Guisong and his team demonstrated the first-generation LCOS technology products. Although the shell was rough, it still won widespread attention due to its huge market potential." The person in charge said that many cities have expressed their willingness to provide preferential policies and support for the introduction of LCOS projects, including Nanchang, Jiangxi. According to the person in charge, in order to mobilize Guisong to settle the LCOS project in Nanchang, Jiangxi also specially established a "LCOS Project Promotion Leading Group" headed by the main provincial leaders. In the early days of settlement, the cooperation between the two parties was smooth, and Hongyuan Company also showed good development momentum. In 2008, the Beijing Olympics and Paralympics used the company's 180-inch large-screen spliced video wall and 70-inch high-definition digital TVs. However, the good times did not last long. Not long after, a rift appeared between Hongyuan Company and the local government. According to the above-mentioned person in charge surnamed Yang, at the beginning of the company's settlement, the Nanchang City government promised to allocate 200 acres of land for the construction of living supporting facilities for scientific researchers and enterprise employees. But it was not until 2006 that Hongyuan Company obtained 120 acres of it through bidding, auction and hanging. Later, Hongyuan Company contracted the construction of this project to Fujian Oriental Manulife Investment Co., Ltd.(hereinafter referred to as Oriental Manulife). After Oriental Manulife got the project, it privately changed the project use and developed it into a high-end commercial residential project "Oriental Heidelberg". As a result, Hongyuan Company had a dispute with Oriental Manulife. During this period, the Nanchang City government came forward to coordinate and asked Hongyuan Company to "take into account the overall situation, maintain stability, and transfer supporting projects to Nanchang Dongfang Manulife Real Estate Development Co., Ltd." Hongyuan Company refused to accept. On January 6, 2010, Guisong sent a letter to the leaders of the Jiangxi Provincial Party Committee, reporting that Dongfang Manulife had robbed Hongyuan Company's R & D supporting land and developed industrial project land into real estate projects without authorization. According to Guisong's wife, Li Fanghong, Nanchang Municipal Party Committee leaders accused Guisong after learning about the incident,"the two quarreled on the phone for more than an hour." More than a month later, Guisong was wanted online by Jiangxi police on suspicion of bribery. On March 5 of that year, Guisong was arrested in Shenzhen. On March 18, the Nanchang City Procuratorate approved the arrest of Guisong on suspicion of bribery by his unit. On December 31, 2012, the Nanchang City Economic Development Zone Court ruled in the first instance that Guisong was guilty of bribery and capital evasion, and was jointly sentenced to 5 years in prison. Currently, the case is still in the second trial stage. Guisong himself was also released on bail pending trial in April last year. On this basis, he declined the interview with a reporter from China News Weekly. However, his defense lawyer Yang Jinzhu told reporters that the Guisong case did not involve underworld groups or politically sensitive issues. The number of defendants was also small, and all were unit crimes. As far as the case itself is concerned, it can be said to be an ordinary criminal case. However, during the handling process, it was discovered that what was unusual was slightly manipulated by a huge invisible hand and involved the huge interests of some vested interest groups. On June 24, 2014, the second trial of the case was heard for the third time in the Intermediate People's Court of Nanchang City. In his cross-examination statement, Guisong pointed the finger at Su Rong, saying that his instructions instructed the Jiangxi Province Commission for Discipline Inspection to lead various departments of the Public Security Bureau and the Public Security Bureau to create the case,"set up a special task force and allocate millions of yuan in financial funds to launch a cross-border investigation against Hongyuan Company and I." According to Hongyuan Company, leaders of Nanchang Municipal Party Committee once told Guisong that the transfer of Hongyuan living supporting land was the decision of the leaders of the provincial party committee."The superiors will punish you, so go to the province to settle it yourself." In order to convince Guisong, the leader further revealed on the phone that through the intermediary of the wife of a deputy secretary-general of the Nanchang City government, Su Rong's wife Yu Lifen had accepted an "8-figure" bribe in Hong Kong from Han Shizhong, a Fujian businessman. The latter is the owner of Oriental Manulife Company, which competes with Hongyuan Company for 120 acres of supporting land.
