27 years ago today, on July 9, 1998 (May 16, 1998), the Central Committee of the Communist Party of China for Large Enterprises was officially established. With the approval of the Central Committee of the Communist Party of China, the Central Committee for Large Enterprises was officially established, and on July 9, 1998, a working committee working meeting attended by leading comrades of large enterprises in Beijing was held. Comrade Wu Bangguo, a member of the Political Bureau of the Central Committee of the Communist Party of China, Vice Premier of the State Council, and Secretary of the Central Committee for Large Enterprises, delivered an important speech at the meeting. He pointed out that the decision of the Central Committee to establish the Central Committee for Large Enterprises was a major decision to implement the spirit of the 15th National Congress of the Communist Party of China, deepen the reform of state-owned enterprises, strengthen the construction of leading groups of large state-owned enterprises, and establish a management system for leading cadres of enterprises Wu Bangguo pointed out that the enterprise working committee is a dispatched organ of the Party Central Committee, and its main responsibilities are: to be responsible for managing the leading positions of the Party in large state-owned enterprises and state-controlled enterprises supervised by the State Council, so as to promote the implementation of the Party's line, principles and policies and the relevant spirit of the Party Central Committee and the State Council in large state-owned enterprises; According to the requirements of the socialist market economic system and the establishment of a modern enterprise system, study and explore the reform and strengthening of the party's leadership team construction in large state-owned enterprises; to complete other relevant tasks assigned by the central government. The determination of the responsibilities and tasks of the enterprise working committee summarizes the experience of the construction of the leadership team of state-owned enterprises, adheres to the principle of party management of cadres, and improves the method of party management of cadres. The enterprise working committee must earnestly fulfill the responsibilities entrusted by the Party Central Committee, and conscientiously do a good job in the management of the party's leadership positions in large state-owned enterprises and state-controlled enterprises. It is necessary to act in strict accordance with the party constitution and cadre management authority and procedures, conscientiously implement the party's cadre line principles and policies, and adhere to the "four modernizations" policy of cadres and the standards of both moral integrity and ability. It is necessary to combine the system of inspection commissioners with the work of appointing and dismissing leading positions in enterprises, and use the inspection results as an important basis for rewards and punishments, appointments and dismissals. It is necessary to combine the construction of the party's leadership team in enterprises with the construction of the administrative leadership team. When talking about the establishment of the inspection commissioners system, Wu Bangguo pointed out that the current state-owned enterprise leadership team is generally good, but the supervision mechanism is not perfect. The establishment of this system is a major measure to realize the separation of government and enterprises, a major change in the state's management mode of state-owned enterprises, and a major reform of the management system of enterprise leaders. The system of inspection commissioners is a system innovation that conforms to international practice and China's national conditions. The duties of inspection commissioners are to take financial supervision as the core, and to supervise the implementation of the party's line, principles and policies and the laws and regulations of the state, the preservation and appreciation of state-owned assets, and the operating performance of major leading members by checking accounts, and to supervise acts that violate the rights and interests of state-owned asset owners. The establishment of this system is fundamentally centered on economic construction, working around the reform and development of enterprises, and serving Enterprise Services. It does not participate in or interfere with the operation and management activities of enterprises. We must raise awareness, unify our thinking, and dispel concerns caused by our lack of understanding of this new system. Wu Bangguo stressed that the enterprise working committee should strictly self-discipline, strengthen its own construction, and earnestly implement the "Decision of the Central Committee of the CPC Central Committee for Large Enterprises on Strengthening Its Own Ideological Style Construction" and the "Working Rules of the Central Committee for Large Enterprises" adopted at the first meeting of the enterprise working committee. He put forward four requirements: First, adhere to Deng Xiaoping Theory as the guide, resolutely implement the party's line, principles and policies and the spirit of the Party Central Committee and the State Council, and be consistent with the Party Central Committee with Comrade Jiang Zemin as the core. Second, adhere to the spirit of reform to do a good job in the work committee, and gradually establish a management system for leaders of state-owned enterprises that meets the requirements of the market economy. Third, we must conscientiously perform our duties, adhere to the organizational principles, improve the work system, and insist on requesting instructions and reporting to the Party Central Committee and the State Council on major issues involving the overall situation. Fourth, we must adhere to high standards and strict requirements, be fair and decent, be honest and self-disciplined, unite and cooperate, and conscientiously implement the provisions of the Party Central Committee and the State Council. Wu Bangguo finally stressed that the Party Central Committee has deep expectations for the Enterprise Working Committee. We must clarify the responsibilities we shoulder, follow the instructions of General Secretary Jiang Zemin and Premier Zhu (Ti Rong) Ji, and work hard with a high sense of political responsibility and mission. The meeting was presided over by Song Defu, Deputy Secretary of the Working Committee.
