Ambassador Qin Huasun, Permanent Representative of China to the United Nations, spoke when the Security Council reviewed the draft resolution and pointed out that the Kosovo issue is an internal affair of the Federal Republic of Yugoslavia and should and can only be resolved by the Yugoslav people through their own methods. Qin Huasun said that China appreciates the Yugoslav government's stance in advocating resolving the Kosovo issue through unconditional dialogue. He pointed out that the situation in the Kosovo region is currently stabilizing. There are no large-scale armed conflicts, let alone intensified conflicts. China does not believe that the situation there poses a threat to international peace and security. The government of the Federal Republic of Yugoslavia has also taken a series of positive measures to encourage refugees to return home and facilitate humanitarian relief work. Qin Huasun hopes that the international community will view the current situation in Kosovo realistically and objectively and fairly evaluate the positive efforts of the Federal Republic of Yugoslavia government. On September 24, NATO Secretary-General Solana issued a statement saying that the NATO Council had issued an action warning requiring member states to prepare for military intervention in the Kosovo conflict. Solana emphasized in his statement that although the final decision on implementing military intervention has yet to be made by the NATO Council, the warning on the 24th should be regarded as an important political signal. If the Federal Government of Yugoslavia does not implement the Security Council resolution, NATO will intervene militarily. The warning also requires NATO member states to determine which weapons and military facilities to use to carry out limited air strikes and phased air strikes.
