On August 2, 1911, the new governor of Sichuan, Zhao Erfeng, arrived in Chengdu and received the press. Zhao Erfeng, who was named Jihe and was born in Wumu, was transferred to the minister of border affairs in Sichuan and Yunnan in 1908. He was stationed in Batang, and was known for his indiscriminate killings, known as "Zhao Butcher". His brother Zhao Erxun worked for him before he was transferred from Sichuan.
