Soon, the Dongxue Party uprising subsided, and the Qing government suggested that China and Japan withdraw their troops at the same time. Japan refused to withdraw to help North Korea "reform". On July 23, the Japanese army broke into the Korean palace, captured the king, and supported the puppets.

On the 25th, Japanese warships undeclared war and attacked the Chinese escort "Tanjiang" and the soldier ship "Gaosheng" in the sea of Toshima.
