On this day, 81 years ago, on September 15, 1944 (July 28, 1944 in the lunar calendar), the Communist Party of China proposed the establishment of a coalition government. In 1944, Comrades Lin Boqu, Dong Biwu, and Wang Ruofei held the Eighth Route Army Office in Chongqing. On September 15, 1944, Lin Boqu, a representative of the Communist Party of China, proposed the establishment of a democratic coalition government at the Third National Political Consultative Conference held in Chongqing. On September 4, the Central Committee of the Communist Party of China sent a telegram to Lin Boqu, Dong Biwu and others, clearly stating: "The time is ripe for our party to propose government reorganization to the Kuomintang and at home and abroad. The plan is to require the National Government to immediately convene representatives of all parties, factions, armies, local governments and mass organizations to hold a state meeting, reorganize the central government, abolish one-party politics, and then the new government will convene a national convention to implement constitutional government, implement the anti-Warring States policy, and carry out counter-attacks. The Central Committee of the Communist Party of China estimated: "This idea is absolutely difficult for the Kuomintang to accept at present, but small parties, local powerful factions, progressives at home and abroad, and even enlightened people in allied governments will support it. This idea should become the target of political struggle among the China people in the future to oppose the Kuomintang's one-party rule and the pseudo-National Convention and the pseudo-constitution it wants to organize." On September 15, the Kuomintang publicly allowed the Kuomintang and the Communist Party to report on negotiation issues at the Political Consultative Conference. In this regard, Lin Boqu publicly put forward the idea of "hoping that the Kuomintang will immediately end the situation of one-party rule, and that the National Government will convene representatives of all parties, factions, anti-Japanese troops, local governments, and people's organizations to hold a state meeting and organize a coalition government of all anti-Japanese parties."
