Therefore, "in addition to expanding its armed forces in North and Central China and expanding the liberated areas, our party must also take advantage of the current favorable conditions in southern China to quickly establish strategic base areas, so that when the enemy is defeated, we in southern China can advance and retreat with evidence; when the Kuomintang launches a civil war, you can cooperate with the whole country to stop the civil war." The strategic base area in South China should be Hunan, Guangdong and Jiangxi, and the western alliance of Hunan, Guangdong and Guangxi. The central government is about to order Wang Zhen's department to go south along Yuehan Road; another 5,000 scholars will go south along Pinghan Road.
