The notice said that with the development of the four modernizations, some non-governmental organizations engaged in economic and technological consultation, information services and special research have emerged accordingly, playing a positive role in revitalizing the economy and promoting intellectual development. However, in recent times, more and more organizations such as "associations","societies","research societies","foundations", and "centers" have been established, and they are showing a tendency to continue to develop. According to incomplete statistics, there are currently more than 700 national organizations of various types, including professional academic groups, and a number are still in the pipeline. When good things rush into action, new problems will also arise. The Third Plenary Session of the 12th Central Committee of the Communist Party of China pointed out that while carrying out economic system reform, many departments in the superstructure field must streamline administration, delegate power, and streamline their institutions. At present, too many such cross-industry, cross-department, and cross-regional national organizations have been established, which has continued to increase the already expanded upper-level institutions and personnel, which is inconsistent with the spirit of the Third Plenary Session of the 12th CPC Central Committee. Establishing national organizations has always been a very serious matter. At present, some units and individuals establish national organizations at will without the approval of the central government. If this practice develops, it will lead to a mixture of people and good people, which may encourage certain unhealthy trends and be detrimental to the construction of the four modernizations. To this end, it is required to strictly control the establishment of cross-industry, cross-department, and cross-region national organizations. For national organizations that have been established without the approval of the Central Committee and the State Council, professional academic organizations shall be reviewed by the competent departments of the Central Committee and the State Council, and approval procedures may be completed if they must be established; other types of organizations that are cross-industry, cross-department, and cross-region shall be re-reviewed by their competent departments. Anything that is not needed must be done well and cancelled; if it is really necessary, it will be submitted to the Central Committee and the State Administration for approval after being reviewed and put forward by the State Commission for Restructuring and Restructuring. Some organizations and individuals are active everywhere, hoping to use the "banner" of the central and state agencies and leaders to expand their influence and strive for various special "care." Leading comrades at all levels, retired and retired comrades are requested to pay attention to this and do not hold or concurrently hold positions in such organizations without the approval of their superiors; all departments and units shall not use public funds or public property to support organizations established by themselves without going through the approval procedures in accordance with regulations.
