Ninety-five years ago today, on July 23, 1930 (June 28, 1930), the Communist International made a resolution on the question of the Chinese revolution. On July 23, 1930, the Executive Committee of the Communist International issued the "Resolution of the Political Secretariat of the Executive Committee of the Communist International on the Question of China". The resolution held that "a new upsurge at the bottom of the revolutionary wave in China is inevitable", but that "in China, the process of the upsurge and bottom of the new revolution takes a special form. The upsurge of the new revolution matured in individual regions, mostly in those regions that had laid the foundation for the revolution of 1925-1927, and then gradually spread to other regions", so "there is no objective revolutionary situation in China at this moment. Pointing out that the CCP's "first and most important task is to organize the central government of the Soviets," concentrating on organizing and consolidating the Red Army, organizing trade unions, poor peasant groups, etc., quickly solving the problem of peasants' land and the living conditions of workers, winning over the masses, developing an independent mass revolutionary movement, and vigorously propagating the various political propositions of the Communist Party of China, "so that in the future, in accordance with the military and political environment, one or more industrial administrative centers can be occupied." The resolution also states that at this stage, "rightward tilt is the main danger," and emphasizes that the Chinese democratic revolution "is to carry out the tasks of the bourgeois democratic stage in direct struggle with the bourgeoisie," and that the Chinese revolution "will have to confiscate foreign and foreign capitalist enterprises consistently and to carry out very important steps of a socialist nature." The resolution helped to prevent the implementation of the "third line" in the whole country, but it also contained the wrong views of the "left".
