The meeting held that due to Zhang Fakui's wavering and rightist tilt, the original plan of the Communist Party of China to use Zhang Fakui to uniformly command all its forces to occupy Guangdong and establish a revolutionary base area has been difficult to achieve, and even if it can return to Guangdong, the Communist Party of China must become a victim of Zhang and Wang's alliance; militarily, it has also reached a very serious period, and the Communist Party of China's troops in the Second Front Army are in danger of being surrounded and eliminated by the Third, Sixth, and Ninth Armies.

The meeting believed that the Chinese Communist Party should abandon the policy of adhering to Zhang and decide to conduct independent military operations; and decided to militarily concentrate in Nanchang, mobilize the 20th Army, and implement the plan of rioting in Nanchang. After the meeting, the above opinions will be reported to the Central Committee of the Communist Party of China; Li Lisan and Deng Zhongxia went to Lushan to discuss with Qu Qiubai, Boroting,() Zhang Tailei and others.
