On this day, 76 years ago, on October 19, 1949 (August 28, 1949 in the lunar calendar), the Central People's Government was formed. On October 19, 1949, the Central People's Government Committee held its third meeting, which discussed and approved the heads of the State Council and its affiliated committees, ministries, departments, and banks, and also approved the appointment of the People's Revolutionary Military Committee, the Supreme People's Court, the Supreme People's Procuratorate and the General Office of the Central People's Government. All organizational structures of the Central People's Government have thus been established. The meeting appointed Dong Biwu, Chen Yun, Guo Moruo, and Huang Yanpei as deputy premiers of the State Council, and Li Weihan as secretary-general; Dong Biwu as director of the Political and Legal Committee of the State Council, Chen Yun as director of the Financial and Economic Committee, Guo Moruo as director of the Cultural and Educational Committee, and Tan Pingshan as director of the People's Supervisory Committee; Xie Juezai was appointed Minister of Internal Affairs, Luo Ruiqing was appointed Minister of Public Security, Bo Yibo was Minister of Finance, Chen Yu was Minister of Fuel Industry, Yang Lisan was Minister of Food Industry, Huang Yanpei was Minister of Light Industry, Teng Daiyuan was Minister of Railways, Zhu Xuefan was Minister of Posts and Telecommunications, Zhang Bojun was Minister of Transportation, Li Shucheng was Minister of Agriculture, Liang Xi was Minister of Forestry Reclamation, Fu Zuoyi was Minister of Water Resources, Li Lisan was Minister of Labor, and Shi Liang was Minister of Justice. Chen Shaoyu is the chairman of the Legal Affairs Committee, Li Weihan is the chairman of the Ethnic Affairs Committee, He Xiangning is the chairman of the Overseas Chinese Affairs Committee, Guo Moruo is the president of the Academy of Sciences, Zou Dapeng is the director of the General Administration of Information, Kong Yuanyuan is the director of the General Administration of Customs, Hu Qiaomu is the director of the General Administration of Information, Hu Yuzhi is the director of the General Administration of Publishing, and Nan Hanchen is the president of the People's Bank of China; Zhu De, Liu Shaoqi, Zhou Enlai, Peng Dehuai and Cheng Qian were appointed vice chairmen of the People's Revolutionary Military Committee, and Xu Xiangqian was appointed chief of staff. The selection of all leaders of the Central People's Government has been fully negotiated by the Chinese People's Political Consultative Conference, bringing together representatives of the Communist Party of China and democratic parties, various people's organizations, ethnic minorities, overseas Chinese and other patriotic democrats, as well as well-known persons and experts and scholars, fully embodying the multi-party cooperation system under the leadership of the Communist Party of China. It is the most unified and complete government of the people's own people in the history of China.
