Twenty-seven years ago today, on November 4, 1998 (September 16, 1998 in the lunar calendar), Qi Huogui was sentenced to death for accepting huge amounts of bribes from unknown sources. After the sentencing, Qi Huogui's wife fainted on the spot. On November 4, 1998, after two days of public hearings, the Hainan Provincial Intermediate People's Court sentenced Fu Rongying, former Secretary of the Dongfang Municipal Party Committee of Hainan Province and Director of the Standing Committee of the Municipal People's Congress, Qi Huogui (deputy department level), and former Governor of the Dongfang City Sub-branch of Bank of China, Fu Rongying, to five years in prison for accepting bribes and huge amounts of property with unknown sources. The sentence was as follows: Qi Huogui was sentenced to death for the crime of accepting bribes, and Qi Huogui was sentenced to five years in prison for the crime of accepting bribes, and Fu Rongying was sentenced to five years in prison for the crime of huge amounts of property with unknown sources. All the stolen goods of more than 14 million yuan committed by Qi Huogui and Fu Rongying were handed over to the national treasury. Court investigation and cross-examination showed that: from 1992 to 1998, during the Spring Festival, Qi Huogui served as the secretary of the Ledong County Party Committee of Hainan Province, the secretary of the Dongfang City (County) Party Committee, and the director of the Standing Committee of the Dongfang City (County) People's Congress (deputy department level), he wildly accepted bribes, used his power to approve land for others or enterprises, undertake projects, arrange work, and promote positions. A total of 14 people accepted bribes of 1.854 million yuan, HK $35,000 yuan, and 8 gold bars worth 22,000 yuan; his wife, Fu Rongying, served as the president of the Oriental City Sub-branch of Bank of China. In December 1994 and April 1995, he gave Chen, the manager of Donghuacheng Real Estate Development Company, a loan of 4 million yuan and accepted a bribe of 200,000 yuan. Not only that, during the investigation of this case, the procuratorial organs seized more than 13 million yuan of property jointly owned by Qi Huogui and Fu Rongying according to law. Among them, Qi Huogui and Fu Rongying could not explain their legal sources: RMB 10.1478 million yuan, HK 613,700 yuan, US dollar 30,200 yuan, Singapore dollar 4,700 yuan, Malaysia dollar 1,500 yuan, 34 gold necklaces, 4 gold bracelets, 47 gold rings, 8 gold bracelets, 4 pairs of gold earrings, and 4 gold pieces. In addition, Qi Huogui cannot explain the legal source of 435,500 yuan of the 925,500 yuan kept by his brother. The prosecutor held: "Qi Huogui and Fu Rongying's corruption and perversion of the law constitute the crime of accepting bribes, and the amount is particularly huge, the circumstances are particularly serious, and the origin of the huge amount of property is unknown, and they should be punished according to law." His meritorious deeds, such as taking the initiative to explain the problem, reporting others, etc., cannot constitute "an element of reduction and punishment". Qi Huogui and Fu Rongying "stated" their opinions according to law.
