On June 28, 2003 (May 29, 2003 in the lunar calendar), the Resident Identity Card Law of the People's Republic of China was passed and promulgated. On June 28, 2003, Hu Jintao signed the Fourth Order of the President of the People's Republic of China: The Resident Identity Card Law of the People's Republic of China was adopted at the Third Session of the Standing Committee of the Tenth National People's Congress of the People's Republic of China on June 28, 2003, and is hereby promulgated, and shall come into force on January 1, 2004.
