39 years ago today, on December 24, 1986 (November 23, 1986 lunar calendar), our country began to implement the science and technology statistics reporting system. Our country began to establish the science and technology statistics reporting system with the statistical investigation of the national key science and technology research projects during the "Seventh Five-Year Plan" as a breakthrough. On December 24, 1986, the National Bureau of Statistics held a statistical investigation task arrangement meeting for the national key science and technology research projects during the "Seventh Five-Year Plan" period. The meeting held that for a long time, our country's science and technology statistics work has been a weak link, and it has not been institutionalized and standardized. This has affected the country's macro-control and guidance of science and technology work to a certain extent. With the increasing role of science and technology in national economic construction, science and technology statistics are also becoming more and more important. To this end, the National Bureau of Statistics, the State Planning Commission, the State Economic Commission, the State Science and Technology Commission, and the Ministry of Finance jointly decided to start with the "Seventh Five-Year Plan" national key science and technology research projects to establish a science and technology statistical reporting system. To establish this statistical reporting system, the National Bureau of Statistics and other five units jointly formulated a number of regulations and the "Grassroots Table of Special Contracts" for specific statistical surveys. The regulations state that the basic task of this statistical reporting system is to conduct regular statistical surveys and analyses of the planned implementation of science and technology research projects, the investment of personnel and funds, and the application of results, provide statistical data, and implement statistical supervision.
