The Sichuan-Yunnan War broke out in 1920 and was expelled from Yunnan. In 1922, he was appointed governor of Yunnan. He advocated "provincial autonomy" and claimed to be the "commander-in-chief of the coalition forces for the founding of the country" in the seven provinces of Sichuan, Yunnan, Guizhou, Hubei, Jiangxi, Henan and Shaanxi.
