The Sichuan-Yunnan War broke out in 1920 and was expelled from Yunnan. In 1922, he was appointed governor of Yunnan. He advocated "provincial autonomy" and claimed to be the "commander-in-chief of the coalition forces for the founding of the country" in the seven provinces of Sichuan, Yunnan, Guizhou, Hubei, Jiangxi, Henan and Shaanxi. In 1927, he was forced to hand over power and was appointed president of the figurehead of the Yunnan Province Affairs Committee.
